At ECHO, we believe every child deserves to grow up in a safe, supportive environment—one where their voices are heard, their experiences are respected, and their well-being is protected. That’s why ECHO’s Transforming Our Communities programs sit at the heart of our mission.

TOC is more than just a program—it’s a proactive approach to child abuse prevention, designed to educate, empower, and create long-lasting change.

Originally developed in response to a deeply felt need for practical, preventive education, TOC has become the foundation for how ECHO engages with children, families, schools, and youth-serving organizations throughout Metro Louisville and surrounding areas.


What We Do

TOC delivers comprehensive, evidence-based prevention education that helps individuals and organizations understand, identify, and respond to signs of child abuse—especially sexual abuse and exploitation.

Whether you’re a parent, teacher, counselor, youth worker, or simply a concerned community member, TOC provides the knowledge and tools you need to make a difference. Our program covers essential topics such as:

  • Recognizing different types of abuse, including physical, emotional, and sexual abuse, as well as neglect.
  • Identifying warning signs in children, peers, or environments that may indicate unsafe situations.
  • Teaching children how to recognize unsafe behavior and respond assertively.
  • Strengthening communication between children and trusted adults, especially around topics of personal safety and boundaries—both in person and online.
  • Helping adults respond appropriately and effectively when a child discloses abuse.

The TOC program is designed to reach across age groups and professional roles. Our curriculum is flexible and customizable to meet the needs of:
